The global scenario, with regard to the public sector, is undergoing a sea change as political conflicts become evident in many parts of the world, leading to the formation of newer government regimes. Although public sector facilities such as health and sanitation, safety, education, housing and availability of clean drinking water are much more standardized in developed regions, they are inevitably of poorer standards in developing regions and in many emerging markets.

Added to that, the recent worldwide economic recession has led to a number of cash-strapped governments cutting down on public sector related expenditure. This enhances the need for efficient financial management on the part of governments in order to ensure availability of more funds for public sector spending.
